Creating a New Vision for Public Education

A group of Texas school superintendents met over a two-year period in facilitated dialogue during 12 two-day sessions to discover the assumptions underlying the present public education system and how it might be transformed to meet the needs of students in the 21st century. The superintendents concluded that the present system does not have the capacities to develop the knowledge, attitudes, skills, creativity, and rigorous thinking that students need to meet the challenges brought about by powerful new digital, social, and economic forces now common to everyday life around the world.  The result of this work was the "New Vision for Public Education in Texas" which outlines a powerful set of ideas and premises for transforming our schools and districts. The principles and premises outlined in this document are defined in the context of six separate articles. These principles reflect the beliefs of the participant superintendents about how to forge a purpose-driven, clear path in a new direction for public education. Six Articles: Article I - The New Digital Learning Environment Article II - The New Learning Standards Article III - Assessments for Learning Article IV - Accountability for Learning Article V - Organizational Transformation Article VI - A More Balanced and Reinvigorated State/Local Partnership The Public Education Visioning Institute and the participating superintendents perceive this document as a work in progress describing what they believe and the possibilities they see for the future of public education. It should be viewed as a basic resource for all who want to join this conversation, further develop these ideas, and bring to fruition the results it envisions.
